A large update of the DecimalChain to 1.1.9 node version
From this update we’ll get the feature to create NFT, and therefore it need to be accepted by all network validators on block 4796993 in order to be bring it into force
DecimalChain validators voted for NFT feature on March, 17. Blockchain voting results for this update may be found in browser in the “Voting” tab, number DIP 13 .
